Solidarität mit verfolgten russischen NGOs

Umweltschützer*innen und Menschenrechtsaktivist*innen sind keine "ausländischen Agenten"

RUSSLAND/EUROPA - Aktivist*innen und Organisator*innen aus dem Nuclear Heritage Network erklären ihre Solidarität mit den NGOs, die derzeit als "[[Solidarity with the persecuted groups in Russia|Foreign Agents]" in Russland verfolgt werden. Heute findet auf Druck des russischen Geheimdienstes FSB (ehemals KGB) ein Prozess zur Einstufung als "Foreign Agent" gegen die "Humanistische Jugendbewegung" (GDM) statt. Immer mehr Teile der russischen Gesellschaft stehen unter Druck, seit die "Foreign Agent"-Gesetzgebung ein Instrument zur Mundtotmachung jeglicher NGOs, die vom Staat als "politisch" betrachtet werden und Unterstützung wie Spenden oder Zuschüsse aus dem Ausland erhalten, bereitstellt. Russische Menschenrechtsorganisationen glauben, dass das Gesetz im Widerspruch zu Grundrechten steht, die von der Verfassung der Russischen Föderation garantiert werden.

Verschiedene Organisationen, die die Atompolitik russischer Unternehmen und der Regierung kritisiert hatten, befinden sich seit mehr als einem Jahr im Fadenkreuz der Behörden. Kürzlich wurde "Ecodefense" - eine Umwelt-NGO, die erfolgreich gegen das Ostsee-AKW nahe Kaliningrad Kampagnenarbeit geleistet hatte - vom russischen Justizministerium zum "Foreign Agent" erklärt. Ihre Bildungsarbeit und Aktivismus wurden als Gründe für diese Klassifikation herangezogen. Bereits vor einigen Jahren stoppte Ecodefense mit der Unterstützung von Gruppen aus anderen Ländern Urantransporte aus verschiedenen europäischen Ländern nach Russland.

GDM-Aktivist*innen sind ebenfalls an den Anti-Atom-Netzwerken beteiligt und haben sich an Projekten und Aktionen, die im Kontext des "Nuclear Heritage Network" organisiert wurden, beteiligt. Außerdem haben zwei GDM-Vertreter*innen Mandate im regionalen zivilgesellschaftlichen Gefängnis-Kontrollkomitee inne, inspizierten aktiv Einrichtungen des Strafvollzugs und setzten sich für die Verbesserung der Haftbedingungen der Gefangenen ein. Als Mitglieder dieses Komitees haben sie ein gesetzliches Recht auf weitestgehenden Zugang zu Gefängnissen, dürfen mit Inhaftierten sprechen und ihre Erkenntnisse an relevante Behörden, Institution und an die Öffentlichkeit berichten. Da derartige Aktivitäten bereits zu konkreten Veränderungen in der Praxis einiger Gefängnisse führten, ist die Verwaltung des Strafvollzugssystems über ihr Engagement nicht glücklich.

"Aktivist*innen, die sich dafür einsetzen auf Mängel in der Gesellschaft hinzuweisen - seien es Menschenrechts-, Umwelt-, soziale oder andere Aspekte -, sind keine 'Foreign Agents'", sagt Gina Beck, Aktivist*in im Nuclear Heritage Network. "Their work is important for the environment and society. This commitment shouldn't be punished but welcomed by the authorities as in many cases they are carrying out tasks the government fails to undertake."

The "foreign agent" legislation was introduced in Russia in 2012 after criticism of irregularities during presidential elections. NGOs were believed by the powers to have played an important role in monitoring the elections, collecting cases of manipulation and informing the public. The "foreign agent" law targets non-governmental organizations with support from abroad. Due to the economical and political situation in Russia, critical work often depends on support from groups from abroad. The second criteria for being considered a "foreign agent" is "political activity" - which is arbitrarily defined by different Russian bodies.

The case of the GDM is special as it seems the Russian Ministry of Justice for the first time in court rejected an accusation of an NGO as "foreign agent". In fact they even questioned the feigned evidence of the prosecution. This is predicated on the "expertise" of a linguist specialist who argued that "repeated demands for 'freedom' as well as demands for 'rights'" in GDM's 'Youth Human Rights newspaper' constitute "hidden calls for violently change the constitutional order and violation of the integrity of the Russian Federation." The Ministry of Justice rejected the prosecution's creative analysis.

The "Nuclear Heritage Network" is an international informal network of anti-nuclear activists of grassroot groups and organizations across the world. It supports anti-nuclear activists worldwide. The network provides means of communication, multilingual information materials on local groups' atomic topics and organizes international network gatherings. The Nuclear Heritage Network provides the framework for improving anti-nuclear activities and allows its activists to build cooperative projects with each other on their own using the resources provided.
