Welcome to the 10th NukeNews edition! For the last couple of
newsletter issues, we have included Lithuanian as an additional
language. Unfortunately, we had to "freeze" the French version with
the last release because of insufficient translation support into
French. We would like to continue this language edition - if you can
help with translations, please tell us!

This edition includes news from activists in Australia, Belarus,
Canada, the Czech Republic, Finland, France, Germany, Japan, Russia,
and the UK, covering updates on actions, attempts of the atomic
industry to push for nuclear, repression against activists, and a
nuclear "near-miss" in the harbour of Hamburg, Germany. You are
invited to send us your news for the next newsletter - for more
information, see the end of this email.

1.  Czech caretaker government supports new Temelin reactors
----------------------------------------------------------------------
The new caretaker government - appointed by by president Miloš Zeman
after the right-wing government of Petr Nečas resigned due to bribery
scandals - has declared its support for plans to build two new
reactors at the Temelín nuclear power plant. Recent information
suggests that the government might make binding decision on the plans
if it rules up to regular elections in the spring of 2014. The
government reportedly considers Temelin as its priority and wants to
push for the construction during its announced talks with the energy
monopoly ČEZ. This raises questions about in whose interest the
government is acting, considering that construction would be extremely
unprofitable for the economy due to fixed in tariffs. (see previous

2.  "Leningrad NPP-2 IS DANGEROUS"
----------------------------------------------------------------------
- such was the evaluation of members of the press conference which
took place July 15 at the Press Club "Green Light" in St. Petersburg.
Those who spoke at the press conference were members of the "working
group" who analyzed the impact of the "wet" cooling towers of
Leningrad NPP-2 (LNPP-2) on the residents, personnel, and the
environmental situation on the Southern Shore of the Gulf of Finland
(SSGF), 40 km west of St. Petersburg.

The Rosatom representatives who were members of the "working group"
published a "Conclusion" in assessing the safety of LNPP-2 that was
based on the economic interests of Rosatom. It did not take into
account the opinion of independent experts and expert-organizations
that was based on environmental safety. The participants of the press
conference informed journalists about the many errors, breaches of
standards, and of Russian legislation, which were identified by the
independent experts. They demonstrated those steps of Rosatom
designed to simulate public participation in furthering the LNPP-2
project.

3.  UK: News from the Nuclear Islands

The Coalition government recently announced that they intend to pour
10 billion pounds of public money into the 1st of their planned new
reactors - EDF's proposed Hinkley C. Despite the coalition pledge not
to subsidise new nukes, they announced that they will be making
further cuts to public services to fund the subsidy, that they claim,
isn't a subsidy. The British government are completely out of step
with the rest of Europe. While countries like Germany embark on a
program of improving energy efficiency and reducing demand, it seems
the British government are committed to ensuring that UK consumers
pay cripplingly high prices for their electricity over the next half
a century. They also envision a tripling in energy demand, although
to be frank it's hard to see how they could achieve growth in
centralised energy consumption at such eye-wateringly high prices.

After the unsurprising collapse  of the British governments latest
scheme to impose radioactive waste on the Cumbrian communities, the
government are now trying to decide where they are going to dump, I
mean store all of the intermediate level waste that successive
governments have made under the noses of a complacent public, some of
their proposals would involve creating new Sellafield style dumps at
one or several locations around the British Isles. Meanwhile, as
negotiations between EDF and the British government continue to falter
and the so-called strike price continues to evade agreement, the
government have made much of a further £128 million pound bribe to
communities that will have to live with the fall-out of new nuclear -
unfortunately the bar has been set low and nuclear operators will only
have to pay around a fifth of the amount that wind developers have to
pay in community benefits. Typical of the anti-renewables
policy-making that has characterised the climate-sceptic govermentt
now in power in Britain.

4.  Международная голодовка за ликвидацию ядерного оружия
----------------------------------------------------------------------
С 5 по 9 августа около ста человек соберутся в Париже на международную
голодовку за ликвидацию ядерного оружия во всем мире. Многие действия
будут проходить в рамках: память о бомбардировках Хиросимы и Нагасаки,
обучение ненасильственным акциям, цепи из людей и die-in под Эйфелевой
башней... Эта голодовка организована L La Maison de Vigilance, Armes
nucléaires STOP и французской антиядерной сетью "Sortir du nucléaire".
Любой желающий может принять участие, на один день или на неделю.

Помимо этого голодовки будут также проходить в Бургфилд-Олдермастон
(Великобритания) и в Бюхель-Берлин (Германия).

5.  Петиция против проекта шахты Areva в Нунавут

Areva хочет разработать большой урановый рудник в Нунавут, территории
инуитов на севере Канады. Если этот проект станет реальностью, его
последствия будут катастрофическими для окружающей среды и образа
жизни местного населения: загрязнение воды и почвы, неуправляемые
отходов горнодобывающей промышленности, опустошение зон охоты карибу
... Areva пытается заманить население в принятие проекта путем раздачи
дорогих подарков, но она скрывает реальные последствия добычи урана.

6.  Два урановых объекта заблокированы активистами на юге Франции
----------------------------------------------------------------------
Июня 19-го, два коллектива «Стоп уран» и «Стоп Tricastin» организовали
одновременные ненасильственные блокады напротив двух урановых объектов
на юге Франции. Они хотели предупредить об опасности урановой
промышленности и требовать её остановки. Первым объектом стал Comurhex
Malvési (около Нарбонна) - входные воротами для желтого кека во
Франции. Около 1/4 ядерного топлива, используемого в мире приходит
через них. Второй объект завод по обогащению урана Eurodif на ядерном
полигоне Tricastin, недалеко от Авиньона.

7.  Финляндия: Росатом-Фенновойма договорились продолжать проект АЭС
    Пюхяйоки

В начале июля финская компания "Фенновойма" объявила, что собирается
подписать контракт с российским «Росатомом» на постройку 1200 МВт
атомной станции в Пюхяйоки.
Эта новость была плохо воспринята. Юристы говорят, что в этой сделке
есть проблемы : разрешение данное парламентом было основано на 2х
вариантах: AREVA (EPR) и Toshiba (ABWR) оба по 1600 МВт. ОВОС для
варианта Росатома не проводился. Необходимо новое разрешение, в
противном случае демократический процесс прописанный в законе о
ядерной энергии не имеет реального значения. Сделка с Росатомом
означает задержку в проекте, по крайней мере еще на один год.

8.  Канадское законодательство о загрязнении водных бассейнов
    Саскачевана

Канадское правительство принесло в жертву четыре водораздела в
северной провинции Саскачеван для снабжения ураном для атомных
оружейных программ в Соединенных Штатах и других странах. Тридцать лет
прошло с тех пор как правительство отказалось созданных ими же проблем
и смертельные токсины продолжают распространяться. Теперь они хотят
открыть больше шахт, не очистив старые.

9.  Антиядерное распространение информации продолжается в Лондоне

15 мая в Лондоне антиядерные активисты снова распространяли листовки у
входа в Казначейство и Министерство энергетики и изменения климата.
400 копий были розданы работникам, входящим в здания.
Пикеты по распространению листовок у японского посольства в Лондоне
проходят каждую пятницу с 9 до 13.00 часов. Они идут непрерывно в
течение 10 месяцев.

10. МАГАТЭ и ВОЗ: Фукусима не вызвала последствий для здоровья,
    исследование IPPNW показывает обратное

В 31 мая в докладе Организации Объединенных Наций сообщилось, что
"радиационного облучение после аварии на Фукусиме не вызывало
немедленного воздействия на здоровье", и что это "вряд ли сможет
оказать какое-любо воздействие на здоровье в будущем среди населения и
подавляющего числа работников". Это было написано Научным комитетом
ООН по действию атомной радиации (НКДАР ООН) - те же, кто утверждал,
что после Чернобыля будет всего лишь несколько жертв.

Противоположное было обнаружено в марте 2013 в докладе Врачей мира за
предотвращение ядерной войны (IPPNW): на основе публикаций в научных
профессиональных журналах по загрязнению почвы радиоактивным цезием в
измерениях локальных доз осенью 2012 года, IPPNW пришел в трем
альтернативным прогнозам, что примерно 20000 до 40000 случаев рака
вызваны "внешним облучением" в Японии. Эти цифры называют фактором
риска 0.1/Sv используемым ВОЗ. Однако из-за новых научных исследований
на самом деле риск по крайней мере в два раза больше и следует
рассматривать до 80000 случаев рака за счет внешнего излучения.

11. Очередное соглашение о сотрудничестве Cameco, чтобы заткнуть
    протест коренных народов против добычи урана

После вступления Соглашения о сотрудничестве Pinehouse с Cameco и
Areva в декабре 2012 года, с мая 2013 другая коренная община English
First River Nation Северо-Западного Саскачевана - несмотря на протесты
своих членов сообщества - подписала соглашение с этими компаниями по
добыче урана для поддержки их бизнеса и что они не будут их больше
беспокоить.

Соглашение - которое членам общины не было показано - якобы обещает
$600 млн. бизнес-контрактов и заработной платы работников в группе
Dene, в обмен на поддержку существующих и предлагаемых проектов Cameco
/ Areva в рамках традиционной территории ERFN, при условии, что ERFN
прекратит иск против правительства провинции Саскачеван, связанные с
Договором Права на Землю устанавливающем раздел земель вблизи
предлагаемого проекта Cameco в шахте Millenium.

12. Baltic NPP down

Baltic NPP debacle: Construction reported halted, possibly mothballed
Two subcontractors for Kaliningrad region's Baltic Nuclear Power Plant
(Baltic NPP) say works at the site are being stopped and a two-year
freeze is expected on the construction. Hitting a wall of uniform
rejection after years of courting energy importers and investors in
Europe, the project has Moscow attempting a last-ditch look at a
limited pool of smaller reactor designs - but reeks.

13. Almost-disaster with burning nuclear ship in Hamburg/Germany
----------------------------------------------------------------------
Mai 1st, 2013 the combined RoRo/container vessel Atlantic Cartier
was on fire at the harbour of Hamburg (Germany). The fire was
extinguished by 5 fire-fighting boats and 296 firefighters after about
16 hours. Only 500 meters from the burning ship the opening church
service of church days was held with 35,000 People in the heart of the
1,800,000 citizens town. Nobody have been warned or evacuated.

Two weeks later an answer from the federal state parliament showed
it was loaded with about 8.9 t fissile uraniumhexafluoride  and 11.6 t
fissile uraniumoxide or fuel rods beside 180 t Ethanol, about 3,8 t
cartridges for weapons 2,6 t solid propellant  and much more dangerous
goods. The fire burned 70 new cars in the body of the ship, so some
endangered containers right on the top were cleared in hurry during
fire-fighting operations. The UF6 came probably from USA with
destination Uranium Enrichment Facility Almelo (Netherlands). The
uraniumoxide was supposed to be delivered to France.

14. Western Australia's first uranium mine - a bad deal but not a
    done deal - emerging trends in environmental assessment

Only weeks after the Western Australia State election - when a pro
nuclear Liberal party was returned to Government, Federal Environment
Minister Tony Burke gave conditional approval for WA's first uranium
mine - Toro's Wiluna uranium mine proposal.

15. Thuggish arrests of activists and journalists at Chernobyl
    anniversary march in Minsk, Belarus
----------------------------------------------------------------------
Still bent on plowing ahead with the Belarusian Nuclear Power Plant,
Minsk remains intolerant of any opposition to the project – even on
the day commemorating the Chernobyl disaster, when protesters taking
part in a sanctioned rally against the construction ran into often
violent scrapes with government security services and blockades and
detentions of environmentalists and reporters. 

The spate of detentions and reports of police brutality signaled
another – though unexpected – ratcheting up of official repression
after 2,000 people took to the streets in the Belarusian capital on
the anniversary of the 1986 Chernobyl catastrophe on April 26 in a
demonstration called Chernobyl March 2013.

NukeNews это многоязычная система информационной рассылки сети
"Ядерное наследие" (Nuclear Heritage Network), которая должна отражать
деятельность, вопросы и борьбу антиядерных активистов, связанных через
это международное сообщество. Сообщения пишутся и переводятся самими
активистами, в дополнение к своей обычной антиядерной деятельности.
Никто не платит им за эту работу, так как мы хотим предоставлять
ресурсы этой информационной системы для антиядерной борьбы, как можно
более независимо. Цели рассылки: информирование активистов и
заинтересованную аудиторию.
