December 8-14, 2013 in Döbeln, Germany

You are invited to join this second working meeting week of the Atomic Threats In The Baltic Sea Region project, we also have a new call out that you can spread! - This meeting will be an opportunity for you to get involved to the network/project, to continue your project activities, to volunteer for tasks and also to network with other activists joining the event.

We can possibly help with your travel costs, if needed. In this case, please contact the finances group as soon as possible and before you come!

Priorities and updates in the Baltic Sea Region

  1. Priorities of the "Atomic Threats In The Baltic Sea Region" project - currently planned NPPs (or in construction) like Visaginas, Ostrovets, Fennovoima, Olkiluoto and new repositories.
  2. Kaliningrad - the chance that they will build there is nearly gone. The group for contacts: Ecodefense.
  3. Poland
    • currently site investigations near Gdansk with possible irreversible damage due to drillings, people there are trying to prevent them
    • local people near Gdansk, people involved in the anti-nuclear camp are now active
    • director of the facility kicked out, because they see no future in the project
    • initiative to build new NPP driven by prime minister and his advisors. Promoters of the NPP are doing tours around the country.
    • Best get in contact with M. (Poland) for networking (the project is actually already in contact with him)
    • Currently people are waiting for something big to happen, maybe during Christmas as well.
    • Latest delays by bureaucratic intervention were quite successfull.
    • Greenpeace is preparing flexRISK study on how radioactivity might spread in case of large accident.
    • Greenpeace Report on economy in progress. In January Stephen Thomas, Marc Cooper from the US will discuss economical aspects with prime minister D. Tusk, probably there will be second meeting in Gdansk.
    • PiS party led by L. Kaczynski proposed referendum against nuclear power that has been mentioned in the press without further follow-up yet.
  4. Finland
    • Currently Environmental impact assessment (EIA) of Fennovoima is going on, now is the scoping phase. German authorities from Mecklenburg-Vorpommern, Schleswig-Holstein and BI-Lüchow-Dannenberg are involved. Wendland groups active. It would be good if more countries would be involved.
    • Greenpeace is participating in political debates on national level about risks of involvement of Russia. Without Russian participation (estimated 34-49% by Russian banks) there is no future in Fennovoima for the 1.2 GW plant.
  5. Denmark
    • should be more involved as an affected country
  6. Sweden
    • Greenpeace is focusing on larger push regarding lifetime extentions of ageing NPPs to 60 or 80 years
    • For contacts: Milkas, Friends of the Earth
  7. Baltic states (Lithuania)
    • 2 years anniversary of referendum, where people voted "no" to new NPP, in October 2014
    • politicians of Latvia and Estonia will report, whether they still want to be involved in the project, but there seems not to be big interest.
    • Currently popular investigations on corruption about public procurement deals with the companies of Visaginas NPP project
    • There are suspicions that president is involved in silencing these investigations.
    • some groups in Lithuania are focussing on Belarussian NPP
    • There were talks that new referendum might take place. Greenpeace is willing to be involved there (or in other part of anti-nuclear work, when necessary), just needs to be asked.
    • Preparations to connect power grids are ongoing (Polish link expected in 2015, Swedish link expected in 2016. Greenpeace would like to get updates on synchronization (BRELL agreement)
  8. Belarus:
    • For Belarus very important to export energy to Poland, Germany (initially connection to Kaliningrad failed).

How to influence and support local struggles?

  • add Greenpeace briefing on Rosatom practices, this could be very useful for Finland, Hungary and Poland
  • big potential to connect groups
  • Greenpeace preparing larger report on Rosatom (also including India, Vietnam, Indonesia), scheduled to come out after Fukushima anniversary
  • Nuclear Heritage Network was mentioned sometimes in Hamburg Herbstkonference (annual anti-nuclear conference in Germany)
  • Hamburg groups (organizers of Herbstkonferenz) are connected to Poland
  • group from Greifswald is connected to group in Ganski in Poland (the site which had referendum on the construction of new NPP).
  • Naturfreunde - one person from Berlin is following Bulgaria and Belarus.
  • Urenco fuel production (Grohnde) - there will be a camp in summer

Timeline - possibilities to get involved

  • Currently (December 2013):
    • EIA procedure of Fennovoima NPP
  • January 2014:
    • Greenpeace Report on economics; economists meet with Polish prime minister
  • February 2014:
    • It is expected that anti-nuclear movement in Poland will get more active in February when drilling possibly starts, but it is hard to estimate, when it might start (can start later).
    • Greenpeace flexRisk study should be ready (can be used by media group)
    • end of February, according to the schedule (page 9), EIA Report will be available. It should be possible to comment on it till the end of April.)
  • March 2014 (or later):
    • Greenpeace report on Rosatom practices (can be used by media group)
  • October 2014:
    • 2 years anniversary from referendum in Lithuania
