1.  Fennovoima NPP construction to be paid with Russian pension fund
    money
----------------------------------------------------------------------
In the middle of January a Russian government's decision became public
providing money for the construction costs of the Fennovoima NPP in
Pyhäjoki, Finland, with the money of Russia's National Welfare Fund, a
state fund to secure in the long run paying pensions to retiring
people. The government's decree was issued on December 30th, 2014, the
document was published on January 16th, 2015. Referring to this
document, there will be up to 2.4 billion EUR, but not more than 150
billion RUB, invested in the newest NPP project in Finland, where the
Russian atomic companies Atomenergoprom and Rusatom Overseas are
involved with 34 % of the shares. The Russian Rosatom subsidiaries
took over EON's shares after the German atomic energy giant had left
the Fennovoima project, that they actually had initiated, due to
public pressure in Germany.

Fennovoima is under time pressure to start the NPP construction before
beginning of July 2015, otherwise the political
"decision-in-principle" the project is based on would be invalid, and
a new parliament's decision would be required.

2.  Fukushima Watch: Regulator Calls on Tepco to Discharge Tritium
    Water
----------------------------------------------------------------------
Japan’s nuclear regulator has officially called on Tokyo Electric
Power Co. to work toward discharging low-level contaminated water into
the ocean from the Fukushima Daiichi nuclear plant. Tepco has been
storing the tritium-contaminated water in about 1,000 tanks onsite but
is running out of space.

3.  Global nuclear decommissioning cost seen underestimated, may
    spiral

200 of the 434 reactors in operation around the globe will need to be
retired by 2040. The estimated cost of decommissioning them is more
than $100 billion. But many experts view this figure as way too low,
because it does not include the cost of nuclear waste disposal and
long-term storage and because decommissioning costs - often a decade
or more away - vary hugely per reactor and by country.

4.  'Doomsday clock' closest to midnight since 1984

The symbolic doomsday clock moved to three minutes before midnight on
Thursday because of the gathering dangers of climate change and
nuclear proliferation, signalling the gravest threat to humanity since
the throes of the cold war. Global efforts to reduce nuclear arsenals
have slowed since 2009, and all of the nuclear powers are expanding
reactors and weapons programmes.

5.  Canada: Who will stand up against secrecy?

6.  Nuclear Free California Holds Conference to Shut Down Diablo
    Canyon
----------------------------------------------------------------------
Activists from across the state and from as far away as Washington,
D.C. and Fukushima, Japan attended a conference under the banner of
Nuclear Free California the week-end of January 24-25 in the central
coastal community of San Luis Obispo. The purpose was to discuss
shutting down the local Diablo Canyon nuclear reactor, the last nuke
operating in the sunny state.

The aging reactor sits in a tsunami zone among a number of earthquake
faults, most not known of before its construction. Many are able to
deliver a jolt greater than the design can stand, according to Dr.
Michael Peck, Nuclear Regulatory Commission’s former head inspector at
Diablo Canyon. The NRC transferred Dr. Peck to another facility for
his written opinion that the reactor needs to be shut down, and it
will be a major challenge to get regulatory agencies, starting with
NRC, to actually regulate.

7.  NPP construction in Poland: WorleyPearsons' contract cancelled

On 22 December 2014, PGE EJ1 (the subsidiary of the state-owned PGE
company, appointed for constructing and operating the first NPP
planned in Poland) cancelled the PLN 253 million worth contract with
WorleyPearsons which has been appointed one year ago to do
environmental and siting research because of the "failure to meet
contractual obligations and a delay in execution of works performed
under the contract" as PGE EJ1 put it. It claims it takes over the
execution of site characterisation "relying on the pool of resources
existing within PGE Capital Group and in cooperation with national
subcontractors already involved in the project".

The Rzeczpospolita daily reported at this occasion that PGE had been
warned by the Poland's Internal Security Agency (ABW) that WP had
been cooperated closely with Russian companies in the past which
could pose threat to the project's security.

8.  Polish Draft RadWaste Programme debated by IAEA and MoE

From 3rd to 5th February, 2015, a meeting between the Polish Ministry
of Economy and experts of the IAEA was held in Warsaw. The draft
RadWaste programme and the general nuclear programme (PPEJ) for Poland
were the main points of the agenda. The MoE claims that contents of
both of the documents were highly rated and appraised by the Agency.
The nuclear business media described it as if the IAEA experts would
be to assist with coping with the nuclear waste issues in Poland.

9.  Poland: Transboundary consultations of the nuclear dump near
    Chernobyl unnoticed by the public

In mid-November, 2014, Ukraine informed the Polish Ministry of
Environment about their plan to construct a RadWaste&Spent Nuclear
Fuel disposal site some 11 km away from the Chernobyl NPP. It was
lodged under the Espoo convention and reportedly would not receive
any comments from the public during the formal consultations' period.
It had not come across nor been informed about this piece of
development until in mid-January when we learnt from the media news on
one of the Polish Parliament's sessions during which vice-Minister
Piotr Otawski tried to pacify fears of one of the MPs claiming that
generally RW disposal sites, in contrast with other nuclear
installations, carry only local impact. He also said that
international strict procedures are kept in that respect and would be
within that particular project.

10. Czech vision of the Atomic State

Last April, when the Czech government refused to guarantee the
long-term return on the project of new reactors at Temelín and when
ČEZ ended the tender selection process immediately afterwards, both
industry and finance ministers were tasked with developing strategy
for going ahead with the nuclear in the Czech Republic. Its creation
was kept under wraps and only recently it was submitted for an
assessment to other ministries under the name of "National Action Plan
for the Development of Nuclear Energy in the Czech Republic". A simple
fact that the ministries were given just five days for the reaction to
the proposal which will affect the future of the Czech Republic for
the entire century, urges vigilance. Besides, the proposal makes
reference to the approved draft of the National Energy Policy of the
Czech Republic that has not yet been adopted.

11. Steigende Flächenbrände könnten Strahlung in Tschernobyl wieder
    entflammen

Wieder könnten sich radioaktive Wolken über Europa ausbreiten. Eine
Zunahme an Flächenbränden könnte zur Freisetzung von Strahlung aus den
oberen Bodenschichten in den dichten Wäldern nahe Tschernobyl in der
Ukraine und Weißrussland führen.

13. Are We Prepared for a Catastrophic Solar Storm?

Within weeks, backup generators at nuclear power plants would have run
down, and the electric pumps that supply water to cooling ponds, where
radioactive spent fuel rods are stored, would shut off. Multiple

14. Situation in Pyhäjoki, NPP project of Fennovoima

Fennovoima recently gained ownership of almost all of the land and
water body around the Hanhikivi peninsula. In a chaotic meeting that
took place on January 31st, 2015, the participants' association of
Parhalahti (with more than 200 members/land owners), that owned most
of the land and water body, decided to accept the purchase offer by
Fennovoima. However, the meeting was so chaotic and possibly even
illegal, that the deeds have not been signed yet.
