Januar die Konsultationen der Nuclear Decommissioning Authority (NDA - Behörde für die Stilllegung kerntechnischer Anlagen) zu Lagerungs- und Entsorgungsplänen für mittelradioaktive Abfälle und Kernbrennstoff-Rückstände torpediert. Bisher hat sich die NDA entschieden, nur mit einer sehr begrenzten Interessengruppe, basierend auf AKW-Standorten, in Gespräche zu treten. Die Öffentlichkeit wurde in dem Stadion, als alle Optionen auf dem Tisch lagen und sie die Entscheidung über den Atommüll hätte beeinflussen können, nicht einbezogen. Stop Hinkley möchte die Öffentlichkeit ermuntern die Vorschläge der NDA zurückzuweisen, da sie nicht in der Lage war eine vollständigen Beteiligung der Öffentlichkeit zum geeigneten Zeitpunkt zu gewährleisten. Anti-Atom-Demo während des COP19 in Warschau ---------------------------------------------------------------------- Am 16. November 2013, dem 8. Tag der UNO-Klimaverhandlungen (COP19), wurde in Warschau eine Anti-Atom-Demonstration abgehalten. 40 Aktivist*innen aus Polen und rund um die Welt (Russland, Südafrika, Irland, BRD, Österreich, Großbritannien, Belgien und andere Länder) standen mit Bannern, Kostümen und Schildern am Eingang zum Veranstaltungsort der Klimaverhandlungen. Es war ein deutliches Zeichen an Delegierte und Medien, die das Nationalstadion betraten, und an die Einwohner*innen der Hauptstadt, dass Atomkraft keine Lösung gegen die Klimakrise ist. Widerstand gegen die polnischen AKW-Bau-Pläne ---------------------------------------------------------------------- Eine Bürger*innengruppe aus der Landgemeinde Mielno, zu der auch das Dorf Gaski gehört, das als offizieller Kandidat für den Standort des ersten polnischen AKW gehandelt wird, hat gegen die durch den obersten Verwaltungschef der Woiwodschaft Westpommern ausgestellte Standortgenehmigung des AKW in Gaski Klage eingereicht. Die Genehmigung war von der Verwaltungsleitung aufrecht erhalten worden, aber die Bürger*innen wollen Beschwerde beim Verfassungsgericht Polens einlegen. Außerdem präsentierte eine Delegation von Bürger*innen aus Mielno in einer Sitzung des Landgemeinderats ein Dokument, das die potenziellen negativen Auswirkungen eines möglichen Baus und Betriebs eines AKW auf ihre Region darstellte. In lokalen Meinungsumfragen der letzten Monate hatte sich außerdem herausgestellt, dass die Bevölkerung Mielnos für erneuerbare Energien (anstelle von Atomkraft) ist. ---------------------------------------------------------------------- 4. Pro-Atom Propaganda-Bus in Polen ---------------------------------------------------------------------- Ende November 2013 fuhren Atomkraft-Befürworter*innen (eine pro-Atom-Student*innen-Stiftung unter der Federführung des polnischen Wirtschaftsministeriums, gesponsort von den größten Playern im polnischen wie im globalen Atomgeschäft einschließlich Areva, EDF, Hitachi, PGE) zum wiederholten Mal einen sogenannten "Der Atom-Bus" entlang der Küste der nordpolnischen Regionen, um eine "Informations"- Tour zu verrichten. Diese stoppte in mehreren Städten und Dörfern einschließlich der Standortkandidaten für das erste polnische AKW und veranstaltete Treffen an Schulen, um die Beteiligungszahlen an ihren Veranstaltungen deutlich zu erhöhen. Neben dem Darbieten der üblichen pro-Atom-Mythen und Argumente in ihren Ansprachen wurden auch einfache physikalische Experimente gezeigt, die meistens völlig ohne direkten Zusammenhang zu AKW waren und manche von ihnen sogar ohne jeden Bezug zu Phänomenen der Kernspaltung (vielleicht glücklicherweise...). Ein polnischer Übersee Medienskandal ---------------------------------------------------------------------- Der Leiter der polnischen staatlichen Atom-Agentur (PAA) hat in einem Interview mit einem von der polnischen Botschaft in Tokyo veröffentlichten Magazin behauptet, "Polen will die Atomkraft einführen, selbst wenn es einen Fukushima vergleichbaren Vorfall zur Folge haben könnte". Gegenwärtig streitet die PAA-Pressesprecherin diese Wortwahl ab und untersucht, ob es sich um einen Fehler in der Übersetzung des Interviews aus dem Japanischen handeln könnte... ---------------------------------------------------------------------- 6. Neuigkeiten zur Atomkraft in Finnland ---------------------------------------------------------------------- Am 13. Februar verkündete das finnischeIndustrieministerium, der Umweltbericht von Fennovoima sei fertig und könne veröffentlicht werden, so dass die Öffentlichkeit ihn beurteilen und kommentieren könne. Der 264 Seiten umfassende Bericht wurde von dem Unternehmen Pöyry vorbereitet, das in der Vergangenheit kritisiert wurde, weil es die europäischen Regeln in Bezug auf soziale Unternehmensverantwortung gebrochen haben soll. Das Industrieministerium ist die Institution, die für den Prozess der Umweltverträglichkeitsprüfung (UVP) verantwortlich ist. Die internationale UVP-Prozedur entsprechend der Espoo-Konvention erledigt das Umweltministerium. Die finnischen Organisationen, die den Reaktor von Fennovoima ablehnen, hoffen, dass es im Rahmen der internationalen UVP kritische Einwendungen geben wird. Bisher gibt es anscheinend mehrere Einwendungen zum UVP-Programm, die von schwedischen Organisationen verfasst wurden. Am wichtigsten ist wohl, dass das INES-7-Szenario (katastrophaler Unfall) hinzugefügt werden muss. Ein weiterer wichtiger Punkt sind die Auswirkungen von Packeis. Environmental disaster company Talvivaara close to bankruptcy ---------------------------------------------------------------------- Since 2013 Talvivaara Mining Company Plc. is faced to serious financial difficulties. Months after the big spill of about a million cubic meters of highly toxic process waters from the mine in November 2012 causing an environmental catastrophe for the sensitive water systems of the Eastern Finland wetlands it turned out that the company wouldn't be capable of dealing with the costs of their business and much less for a serious clean-up after spoiling the ecosystems with uranium, nickel, cadmium, sulfates and other heavy metals. Talvivaara Mining Company then started to provide more shares to take in additional financing. But this attempt to save Talvivaara's finances failed, as outside Finland hardly any new investors could be found. Last autumn a procedure to check the company's economical capabilities was started with the goal to decide whether or not the about 450 millions of Euros in loans they are owing banks and investors would be deferred or not. The results are expected this spring - probably a decision about the end of this disastrous mining project or its continuation. However, the Finnish government is strongly interested in saving their prototype investments of a reputedly "green" mining boom in Finland. International Anti-nuclear Network Gathering in August ---------------------------------------------------------------------- The 2014 Nuclear Heritage Network gathering will take place August 4-8 near Kiel in northern Germany. It will be a platform for anti-nuclear activists and organizers to meet each other in person, get to know about each others' topics and struggles, for skill sharing and exchanging experiences and to improve the tools to support anti-nuclear activities internationally. These annual gatherings are an important means of networking of the international anti-nuclear Nuclear Heritage Network. Here we will develop new resources to strengthen anti-nuclear struggles and improve already existing tools. The meeting is supposed to make progress with the network and to involve new interested activists. Workshops will include presentations of nuclear situations in the participants' countries as well as resources like the NukeNews newsletter system, the International Network Office, multilingual flyer project, etc. This year we will meet in the same place directly before the international anti-nuclear summer camp starts - thus, it will be possible to join the actions and workshops of this event, too. This will be an opportunity for anti-nuclear activists around the Baltic Sea to gather and organize campaigns and actions against nuclear business in the region. PLEX in Ukraine ---------------------------------------------------------------------- Design lifetime of twelve nuclear units in Ukraine is going to expire by 2020, including three extended ones (two nuclear units at the Rivne NPP and the unit 1 of the South Ukrainian NPP). In March 2013 the Implementation Committee of the Espoo Convention on the basis of information submitted by Ecoclub concerning the planned extension of the Rivne NPP decided to begin a Committee initiative (EIA/IC/CI/4). Now there is an open case on the matter of lifetime extension of old nuclear units in Ukraine. Committee's position is that extension of the nuclear power plants is considered to be major change in the activity under the Espoo Convention. In November 28, 2013 the State Nuclear Regulatory Inspectorate of Ukraine decided to extend the lifetime of the unit 1 of the South Ukrainian NPP up to December 2, 2023, beyond its technical design lifetime. Procedures under the Espoo Convention while taking this final decision were not applied also. During the Meeting of the Parties to the Espoo Convention, 2-5 June, 2014, a decision on the necessity to apply procedures under the Espoo Convention is supposed to be finalized. And we hope that it will help to develop in Ukraine a unified mechanism that would bring decision-making on extension of the nuclear power units in compliance with the Espoo Convention as soon as possible to prevent more of such decisions without environmental impact assessments and without consultations with potentially affected public in neighbouring states. ---------------------------------------------------------------------- 10. Neue Tschechische Regierung: vielleicht keine neuen Blöcke in Temelín, aber in Dukovany, und neue Uranabbau-Pläne ---------------------------------------------------------------------- Die neue tschechische Regierung ist finanziell unter Druck und will das sogenannte Britische Modell im eigenen Land nicht zur Anwendung bringen, welches eine langfristige Staatsgarantie für einen Mindestpreis für elektrischen Strom bedeuten würde. So könnte die Ausschreibung für Block 3+4 in Temelin, über welche schon bald entschieden werden soll und wo nur noch ein russischer und ein US-amerikanischer Anbieter im Rennen sind, unter der Krimkrise begraben werden. Oder einfach, weil der Marktpreis für Strom zu niedrig ist. Es gibt aber Signale, dass das sogar noch ältere AKW Dukovany in Südmähren erweitert werden soll. Anti-Atom-Kooperation in den Ländern enlang der Donau: Internationale Konferenz am 25.4.2014 in Niederösterreich ---------------------------------------------------------------------- Das Projekt "Anti-Atom-Kooperation Donauraum", welches die Wiener Plattform Atomkraftfrei organisiert, hat eine intensivere Zusammenarbeit von atomkritischen Kräften in den Donauländern zum Ziel. Es werden TeilnehmerInnen unter anderem aus folgenden Ländern erwartet: Bulgarien, Rumänien, Ungarn, Österreich und Deutschland. Aufruf zur Einreichung von Dokumenten für Monographie zur polnischen Anti-Atom-Kampagne in den 1980er Jahren ---------------------------------------------------------------------- Vertreter der Protestbewegung gegen den begonnenen und später aufgegebenen Bau des AKW Żarnowiec in Polen vor 25 Jahren sind auf der Suche nach Materialien wie Fotos, Dokumentationen, Filmen, Postern, Presseausschnitten, amtlichen Schreiben oder anderen Belegen dieser Proteste und den damit verbundenen Veranstaltungen oder Aktionen aus dieser Zeit. Polnisches Programm für Atomkraft beschlossen ---------------------------------------------------------------------- Am 28. Januar 2014 beschloss die polnische Regierung das Polnische Programm für Atomkraft, das strategische Dokument des Staates mit der darin geäußerten Absicht der Errichtung der ersten AKW und der Einführung der Atomkraft in Polen. Während die administrativen, institutionellen und rechtlichen Verfahren in gewissem Umfang bereits seit drei Jahren im Gang sind, begrüßten die Atomwirtschaft und verbundene Kreise das Dokument als Ausdruck des unbeirrten Festhaltens an den früheren Plänen. Gleichzeitig übten Anti-Atom-AktivistInnen Kritik an dem Dokument und der Entscheidung der Regierung aufgrund der finanziellen Belastungen, die diese für die öffentlichen Haushalte und die VerbraucherInnen mit sich bringen wird, und wegen der mit der Atomkraft verbundenen Risiken und Gefahren für Mensch und Umwelt. Die Regierung äußerte sich nicht zu konkreten Vorstellungen zur Finanzierung des Projekts und zu belastbaren Konzepten für den Umgang mit dem Atommüll. ---------------------------------------------------------------------- 14. Do not let energy transition capsize! ---------------------------------------------------------------------- The energy revolution in Germany is a success. After the federal government has decided to phase out nuclear power a law for renewable energy was adopted as a consequence, the EEG. The society has agreed to it and numerous citizens are part of the energy revolution: decentralized, socially and environmentally. Now the conglomerates - EnBW , Vattenfall , E.on and RWE - put pressure on the government. They want to keep the monopoly of power for the sake of quick money. Moreover, the four global players of the worldwide nuclear business - Areva, Westinghouse/General Electric, Hitachi, Rosatom - already fixed numerous construction plans for nuclear power plants almost everywhere in Europe, they impatiently wait for the failure of the pilot project: the energy revolution in Germany. The energy revolution must succeed! Let us not permit the governments to act as puppets of large corporations! Let's not allow the government to drive the energy revolution into the ground! On 30 November 2013 about 16,000 people demonstrated in Berlin for the energy transition. On 22 March 2014 about 30,000 people demonstrated in seven provincial capitals across the country for the energy revolution. On 10 May 2014 it goes on with a central manifestation in Berlin: Do not let energy transition capsize! Conference "Economic Limits of the Nuclear Power Industry" ---------------------------------------------------------------------- The International Conference NEC 2014 "The economic limits of nuclear energy" will be held on 29th April at the Smetana Hall of the Czech Automobile Club in Prague. The aim of the conference is to discuss limitations concerning construction of new and reconstruction of existing nuclear reactors encountered by governments and investors. Invitation to the conference was accepted by a lot of interesting personalities and experts. Mycle Schneider, energy consultant, will show us the current state of nuclear energy and its future development in the world. Professor Stephen Thomas will present in details the British model designed to support the construction of new nuclear reactors, which raised hopes also in the Czech Republic. Professor Franz Leidenmühler will assess the extent to which such subsidy mechanisms is in accordance with European law. The economic aspects of the project of construction new nuclear reactors in the Czech Republic will be presented by economic analysts Ivan Benes, Michal Šnobr and Jan Ondřich. With Professor Claudia Kemfert we will look closer at the economic opportunities of the German energy transition. The Upper Austrian councilor Rudi Anschober and Michael Nagl will speak about the long-term changes of the energetics in Upper Austria. The conference will be moderated by journalist Jan Bumba.
